Transfers & inspections (DGDA, OCC)
Transfer for verification: presentation and movement of containers for official controls — DGDA customs examinations and OCC quality inspections — in dedicated areas, with associated logistics-optimisation services.
At the Port of Matadi, several government agencies act on cargo: the DGDA (Direction Générale des Douanes et Accises) for customs examinations and the OCC (Office Congolais de Contrôle) for quality and conformity inspections. MCTC does not perform these controls — they fall exclusively to the authorities — but organises their physical conditions on the terminal.
Transfer for verification covers the movement of containers for official security controls, complemented by additional services for logistics optimisation. When a container is selected for examination, our teams transfer it to the dedicated inspection area [TO BE CONFIRMED], open it in the presence of the authorised officers and the freight forwarder, and perform the necessary handling: partial or full unstuffing for inspection, presentation of packages, restuffing and resealing once the inspection is complete. Every operation is traced: date, parties present, seal condition, observations.
The aim is simple: examinations must not become a bottleneck. Transfers are scheduled daily with the authorities and the freight forwarders, and inspected containers are repositioned without delay so that collection can take place as soon as the customs release order is issued.
Inspection handling is charged in accordance with the tariff schedule in force. Fees and duties levied by the agencies remain payable directly to them.
