A public-private partnership serving the corridor.

MCTC was born of a partnership between the MSC/TIL group, SIG, ONATRA and the Congolese State [TO BE CONFIRMED for the percentages]. Each partner brings its greatest strength.

Modernising a port terminal takes three things: proven operational know-how, national institutional anchorage and long-term investment capacity. MCTC’s shareholder base brings together all three.

MSC / TIL group

MSC (Mediterranean Shipping Company) is the world’s largest container shipping line. TIL (Terminal Investment Limited), its dedicated terminals subsidiary, operates dozens of container terminals across five continents. Their participation brings MCTC international operating standards, access to global shipping networks and recognised expertise in terminal modernisation.

SIG

SIG is a partner in the consortium alongside the MSC/TIL group. [Detailed presentation TO BE CONFIRMED — copy to be provided by the client via the admin.]

ONATRA

The Office National des Transports is the historic port and transport operator of the Democratic Republic of the Congo. As manager of the Port of Matadi, ONATRA brings to the partnership its knowledge of the national port domain and its human capital: around one hundred of its staff joined MCTC when operations began.

The Congolese State

The Congolese State is a stakeholder in the partnership. Its presence guarantees the project’s alignment with national transport policy and secures the framework of the concession over its full term — 20 years, renewable for 10.

Eiffage Génie Civil Marine — construction partner

The terminal’s modernisation has been entrusted to Eiffage Génie Civil Marine, a European leader in marine works. The contract covers 27 months of construction (2025–2027): a new 350 m × 30 m piled quay, three access trestles, the rehabilitation of 7 hectares of yard, a rail connection to the CFMK and a solar-powered operations building.

A well-coordinated regulatory ecosystem

MCTC works in daily coordination with the authorities and regulators of Congolese foreign trade: DGDA, OCC, OGEFREM and the SEGUCE single window.
